Incumbent candidate Donald Tsang wins Hong Kong election

Xinhua news agency reports: "Central gov't liaison office in HK congratulates Tsang on his election victory" Donald Tsang was appointed into office and not elected when he first began in 1995. For an appointed candidate that Beijing supports to win the election is a surprise to me. China is definitely happy of the outcome of this election, "The office said that since 2005 when Tsang became the chief executive, he has unswervingly implemented the principle of "one country, two systems" and the Basic Law." What is the reaction from the people of Hong Kong??? Opposition candidate Alan Leong calls for universal suffrage claiming the election was rigged.
